Federal Government Unveils ‘Pulaku’ Initiative to Tackle Farmer-Herder Clashes

In a significant move to address the persistent farmer-herder clashes plaguing various regions of Nigeria, the Federal Government has announced the commencement of the Pulaku Initiative. This large-scale resettlement program aims to tackle the root causes of conflict by focusing on the cultural and ethical values specific to the Fulani community.

The Pulaku Initiative, often referred to as the “Fulani code of conduct,” seeks to revitalize communities and foster inclusivity in areas disproportionately affected by farmer-herder conflicts. Initially targeting seven states—Sokoto, Kebbi, Benue, Katsina, Zamfara, Niger, and Kaduna—the program will prioritize the construction of residences, roads, schools, and essential facilities to rebuild conflict-torn areas.

The announcement comes after Vice President Kashim Shettima revealed plans by the administration to address insurgency and poverty, particularly in the northern region. Recognizing the limitations of military solutions alone, Shettima emphasized the need for a holistic approach to address security challenges.

At the inauguration of the implementation committee in Abuja, Vice President Shettima highlighted the strategic selection of states for the initiative, emphasizing its potential to promote inclusivity and national cohesion. He restated the government’s commitment to fostering sustainable development and improving the lives of all citizens through comprehensive initiatives like Pulaku.

Governors Uba Sani of Kaduna and Hyacinth Alia of Benue expressed optimism about the program’s impact on their states, anticipating tangible support for farmers and communities affected by insecurity. The committee, chaired by Minister Ahmed Dangiwa, comprises representatives from key government agencies and private sector stakeholders, signalling a collaborative effort to address the multifaceted challenges posed by farmer-herder conflicts.
